On Dec 31, 2024, the Ministry of Information and Communications (MIC) issued QCVN 134 on SAR for hand-held and body-worn wireless communication devices (QCVN 134:2024/BTTTT)
This regulation includes the limits and methods for measuring the specific absorption rate (SAR) for handheld and body-worn radio devices, with a radiation power greater than 20 mW and, an operating distance less than 200 mm from the body.
Devices must be certified in accordance with Circular 28/2012/TT-BKHCN and amendment, and following the SAR measurement methods of IEC 62209-1528:2020.
Some key topics are:
· Mobile phones must DoC based on a certificate of conformity. Effective from July 1, 2026
· Laptops, tablets, and DECT cordless phones must declare conformity based on the results of self-assessment of conformity and testing. Effective from July 1, 2027
· From February 15, 2025, QCVN 134 can be applied in testing, certification, and conformity declaration activities (can be understood as a voluntary application)
