On September 20, 2017, WEEE Management (Waste Electrical and Electronic Equipment) is implementing environmental and waste management regulations by implementing extended producer responsibility (EPR) to manufacturers and importers and other operators with electrical or electronic products.
As stated in the article: “become responsible for the take back and recycling or products and packaging that these operators place or circulate on the Russian market.”
36 groups of products are subject to recycling target:
Computers an peripheral equipment (Group 24)
Communication equipment (Group 25)
Household electrical equipment (TVs, radio receivers, sound recorders, etc) (Group 26)
Optical instruments and photographs equipment (Group 27)
Accumulators (Group 28)
Accumulator batteries (Group 29)
Electrical lighting equipment (Group 30)
Household electrical appliances, such as washing machines (Group 31)
Mechanically powered hand tools (Group 33)
Industrial refrigerating and ventilation equipment (Group 34)
Groups must comply with recycling targets:
Group 24 – 27, 30, 31, 33, 34 and 35 = 5%
Group 28 and 29 – 15% (batteries and accumulators)
4 Ways to fulfill recycling target:
-Establish their own take back or recycling scheme
-Sign agreement for waste collection, processing and recycling
-Create an association of importers and/or manufacturers
-Pay environmental charge (if you’re not choosing any of the above options)
